The Single Programming Document
At the time of the Programme Mid Term Review the Partnership in
concert with the European Commission took the opportunity to restructure
the financial architecture of the Programme, based on the experiences
of implementation in the first half of the Programme.
The changes, summarised below, did not constitute a change in strategy
or ambition, but rather were designed to increase the strategic
focus and aid effective delivery:

the Strategic Investments and Development Priority brings
together the major European Regional Development Fund capital
investment across the Programme. In addition the Partnership
also agreed that the Programme’s Performance Reserve be
added to this Priority. The aim of these changes was to enable
the Partnership to take the maximum advantage of a number of
infrastructure based opportunities that would drive a more knowledge
based economy; |

|
an improved co-ordination and delivery of the European Social
Fund through the Developing People Priority; |
|
|
a reinforcement of the Regional Distinctiveness Priority through
the co-ordination of investment in the public realm, particularly
the historic core of our towns as a key contribution to maintaining
and enhancing their economic vitality and viability.
