Extra £17.15 million for Objective
One in Cornwall - reward for good performance
The Cornwall and Isles of Scilly Objective One Programme
has received a £17.15 million boost for meeting all
the criteria set for European Union structural fund schemes.
The extra money, which represents an additional 5.15% on
top of the total Objective One budget, has been awarded to
Cornwall and the Isles of Scilly for meeting its financial,
management and effectiveness targets set for all Objective
One schemes in the EU and comes from a performance reserve
set aside to reward good delivery of the programme.
The award represents a major achievement for the Objective
One Partnership in Cornwall and the Isles of Scilly, the Government
Office South West and all those involved in delivering projects.
Richard Bayly, director of GOSW in Devon and Cornwall, said: "This award is a vote of confidence by the European Commission
and the UK Government in the way Objective One has been implemented
in Cornwall and the Isles of Scilly.
"The European programmes all plan for a four per cent
performance bonus so it is particularly pleasing that the
Objective One Programme in Cornwall and the Isles of Scilly
has exceeded this, winning almost £7 million more than
the usual award.
"It is also a tribute to the effective working of the
Objective One Partnership and reflects the quality of the
projects that have been coming forward in the first half of
the Programme which will provide a strong foundation for sustainable
economic growth in the future.”
Mr Bayly added: "There is still much work to be done
in Cornwall and the Isles of Scilly. The second half of the
programme will present some real challenges for the partnership
but we can all be proud of the Programme's record so far.”

The
criteria for the Performance Reserve includes meeting financial
targets. In Cornwall and the Isles of Scilly, £96 million
were due to have been invested in projects by 2003. This figure
was exceeded by £20 million. A further £40 million
of private sector match funding was due to be committed by
the end of 2003 but the final figure was £100 million.
Management criteria - the EU regulations included
the Managing Authority having systems in place to ensure quality
in terms of appraisal and monitoring of projects.
Effectiveness Targets for outputs and
results were agreed with the EU at the start of the programme,
and 75% of these targets would need to be met or exceeded.
The Programme achieved 98% of its targets. |

The
Government Office for the South West was formed in 1994. Government
