OVERCOMING BARRIERS TO LEARNING A programme of activity that aims to provide a bridge to learning and work for unemployed people and people with few qualifications Cornwall will get underway in the spring. Bids are currently being invited from organisations to take part in the project by providing training and support that will help people gain skills and qualifications so that they have opportunities to continue with education or get jobs. The 'Learning Access Programme - Overcoming Barriers to Learning' is funded by the Learning and Skills Council (LSC) Devon and Cornwall and Objective One through the European Social Fund (ESF). Paul Lucken, executive director of the LSC Devon and Cornwall, said: “Through this project, we are hoping to reach young people and adults who have no relevant qualifications or who have little experience of work. “We hope this programme will encourage organisations
to come forward with some innovative ways of reaching those who may be
missing out on opportunities to work and learn.” The LSC has so far successfully bid for £2.7million from Objective One, and has contracted out four programmes – research, capacity building in the voluntary and community sectors, basic skills, and learning access. The LSC has submitted further bids amounting to £4.05 million for Objective One funding, and these will support a management development programme, a vocational learning in the workplace programme, an addition to the current overcoming barriers to learning programme, and a work-related curriculum development programme. These will be released over the next six months with details available from the timetable published on the LSC’s website. Before each release of funds, the LSC holds workshops to assistant potential applicants with preparing their bids.
